The Single Automated Vertically Integrated Information and Analytics System for Social Security Medical Assessments is a reference IT system used by all federal medical and social assessment institutions in Russia.
The system is designed to automate processes related to the social security medical assessment, as well as determining the prevalence and causes of disabilities taking into consideration national demographic statistics on persons with disabilities.
The Federal Bureau of the Social Security Medical Assessment Board of the Ministry of Labour and Social Protection of the Russian Federation ordered the system and now operates and owns it.
This federal bureau is a diversified medical, expert and rehabilitation institution in charge of carrying out social security medical assessments, providing specialised services, including high-tech healthcare, rehabilitation and counselling services, primary, atypical and complex prosthetic and orthotics care, making functional prosthetic and orthosis devices, providing methodological and educational support to institutions involved in social security medical assessments and rehabilitation.
Until 2012, social security medical assessment institutions did not have a single unified software solution for tracking data on the outcomes of social security medical assessments as a government service. Some Russian regions used in-house or third party solutions. In many cases the processes were not automated, requiring doctors to fill out the documents by hand.
The Single Automated Vertically Integrated Information and Analytics System for Social Security Medical Assessments was entered into the registry of federal e-government services in 2012. The system is built on distributed architecture as a client/server application for Windows. SQL Server database runs on the server. The system automates this government service at all stages.
This process takes place at three organisational and administrative levels of social security medical assessments:
The system includes the following functional blocks:
The system consists of computer workstations that are provided to end users as individualised hardware and software tools.
As of today, the Single Automated Vertically Integrated Information and Analytics System is installed on more than 5,000 workstations in federal social security medical assessment institutions in all Russian regions.
Every year, data on 3.5 million assessments are registered in the system.
